
CHAIRPERSON BISP REAFFIRMS COMMITMENT TO TRANSPARENCY AND WOMEN’S DIGNITY IN LARKANA VISIT
Chairperson Benazir Income Support Programme (BISP), Senator Rubina Khalid has said that we are present in the city of Larkana – the city of Shaheed Mohtarma Benazir Bhutto, a symbol of bravery and sacrifice. You must raise your voice for your rights, because unless complaints are brought forward, we cannot take necessary action. Therefore, step forward so that we can resolve your legitimate concerns.”
She expressed these views during a meeting held at the Darbar Hall of the Deputy Commissioner’s Office in Larkana, attended by BISP officers, party workers, and members of the public.
Senator Rubina Khalid shared that under the Benazir Income Support Programme, cash assistance is being disbursed to approximately 10 million people across the country. She emphasized that if anyone is being treated unfairly, especially in receiving payments, they must speak up. “This city belongs to the Pakistan People’s Party and to the brave people who stand against injustice,” she said.
She further stated that the President of Pakistan, Mr. Asif Ali Zardari, had specifically instructed her to ensure that no deductions are made from poor women’s payments, that they receive the full entitled amount, and that they are treated with dignity. In addition, Party Chairman Bilawal Bhutto Zardari directed her to visit Larkana to listen to the concerns of poor women and work towards easing their hardships.
The Chairperson also highlighted that over 99,000 payments are being processed in Larkana city. Efforts are underway to ensure that beneficiaries receive their payments through ATM cards or bank accounts so they can access their rightful share easily and securely. She added that access to justice will be improved, and registration efforts will be extended to remote areas using mobile registration and payment vans.
Senator Rubina Khalid announced that poor students would also be registered under the programme and provided stipends to support their educational journey. She informed the gathering that a new dynamic survey has been initiated, and families that have been beneficiaries for the past three years will be re-evaluated and re-registered.
On this occasion, she issued strict directives to the BISP Director General and relevant officers to keep institutional records fully updated, ensuring transparency and protection against injustice.
Earlier, Deputy Commissioner of Larkana, Dr. Sharjeel Noor Channa, briefed the audience and shared that he regularly visits payment centers and takes immediate action on complaints. He also suggested that all payments should ideally be routed through banks for transparency.
Following the meeting, the BISP Chairperson visited the BISP payment center at Otha Chowk in Larkana, where she interacted with women who raised concerns about deductions from their payments. They also requested basic facilities such as clean drinking water and shaded waiting areas. In response, the Chairperson instructed the BISP Director General to immediately ensure that all necessary facilities are provided to beneficiaries. She emphasized that such dignity and care represent the true vision of Shaheed Mohtarma Benazir Bhutto.
Later, Senator Rubina Khalid visited Garhi Khuda Bakhsh Bhutto, where she paid tribute at the graves of Shaheed Zulfikar Ali Bhutto, Shaheed Mohtarma Benazir Bhutto, and other martyrs. She laid floral wreaths and offered prayers.
She was accompanied throughout the visit by BISP Director General Zulfiqar Ali Sheikh, officers of the institution, party workers, and relevant staff.
